About OCHR (Organization for Coordination of Humanitarian Relief):

OCHR is a nonprofit, nongovernmental organization implementing relief, stabilization, and development programs across Afghanistan. OCHR’s primary advocacy and existence is based on reducing the suffering of Afghanistan’s most vulnerable groups and providing the tools and resources needed to increase their self-sufficiency, focusing on addressing the needs of communities emerging from conflict or natural disaster. OCHR collaborates with a wide range of partners and donors, local organizations, and many others to deliver sustainable services aligned with SDGs and UN triple nexus i.e. to interlink humanitarian, development, and peace.

OCHR program planning and theory of change mainly focus to achieve A-SDGs i.e. its institutional setup and policy documents is founded to recognize and interlink sustainable development and relevant ongoing processes.

Since its establishment, throughout the years OCHR has developed an integrated strategic approach, which addresses the needs of vulnerable people living both in humanitarian and development settings. OCHR’s key programmatic and strategic priorities in Afghanistan are;

  • Education.
  • Health.
  • Food Security through agricultural development and livestock.
  • Water Sanitation and Hygiene-WASH.
  • Peace, justice and social development through public awareness and human rights, promoting right-based approaches.
  • Clean energy and environment.

OCHR differ widely in its program planning and strategies—contributing in long-term interventions concerning humanitarian response and sustainable development, and specifically focuses on the ultra-poor communities of Afghanistan enabling them to develop sustainable livelihood through microfinance and re-integration into society.

Job Description:

  • Overall Site management including construction activities, designs and assessment in West Region.
  • WASH related data collection, designing of WASH projects including Needs Assessment, collection of technical data, estimation, designing BoQs, and Drawings for water supply pipe scheme networks, borewells, and WASH in community and schools, in HFCs and Coordination with local stakeholders, the project manager, and OCHR HQ.
  • Anticipatory participations tools-early warning analysis (WASH, Technical Designing of WASH projects, Water supply pipe Scheme networks and Canals etc.).
  • Implementation of WASH sub projects (Rehabilitation of existing water wells and pipe schemes networks and construction of new borewells with handpumps).
  • To be on site doing monitoring and supervision of ongoing construction activities 24/7 including night shifts if required.
  • Implementation of Sanitation projects on community and public institutions including Latrines, Hand washing facilities and bathing spaces.
  • Overall Management/Implementation and supporting the WASH project team in coordination with the project manager (other IPs, Project Frameworks, Coordination with In-line directorates, and on the ground implementation).
  • The WASH Engineer is working directly under the project manager and is responsible for regular reporting to the project manager from field activities on daily basis and very close coordination with the program department of OCHR at HQ.
  • Supervision and monitoring of the assistant engineers/foreman’s is the direct responsibility of the WASH engineer and the daily routine activities of them including construction activities and soft components.
  • Monitoring and supervision of the hygiene promotions and hygiene promoters and distribution of WASH supplies.
  • To closely supervise the construction activities assigned to suppliers and report daily based progress and achievements and ensure a quality implementation.
  • Prepare field progress reports for the payments as the construction activities progress are tracked and reported to the project manager and then to OCHR HQ and procurement department.
  • Be responsible for ensuring management of resources during the project deliverables and commitments for objectives/indicators and accountability to donor requirements.
  • Regular reporting is part of the main responsivities of the WASH Engineer, including (technical reporting, construction activities progress reports, BoQs, representation of graphical data, Needs and Gaps analysis, planning and risk assessment and development plans.
  • Identify gaps, areas of growth, and strategies and support in adapting program design to effectively meet beneficiary needs, the changing context, and other factors.
  • Support teams to successfully conduct activities that will include Needs Assessments, market assessments, construction activities, hygiene promotion, estimations, BoQs, designs, surveys etc.
  • Assist in the representation of OCHR in meetings relevant to OCHR’s work, including at meetings with field partners, other IPs on the project site and local stakeholders.
  • Ensure AAP, PSEA and Feedback mechanism on community level and conduct FGDs with male and female beneficiary and report their feedback to the main office.
  • Strengthen accountability in activities, ensuring that feedback from all relevant stakeholders is considered in all project phases inducing programming design.
  • Include the participation of beneficiaries and communities, particularly those most vulnerable or at-risk, in all stages of the project cycle where appropriate.
  • Ensure that all project activities are included in project M&E plans and supervise the implementation.
  • Technical Report writing, and weekly reports.
  • Quality Control/Construction activities management.
  • PDM (Post Distribution Monitoring).

Job Requirements:

  • Bachelor/Master’s degree. Preference will be given to WASH Specialists WASH designers, and Civil Engineers with WASH related background. Pipe Schemes, Water Supply networks, WASH in Community and public institutions.
  • At least and written and oral English language skills is Mandatory (Professional-Academic Writing ability in English is a plus point.
  • University degree in a relevant field, Civil Engineering, Construction Engineering, WASH Engineering, with a technical background in WASH Water supply project implementation, WASH and project designing at NGOs, rural development, with professional experience in the humanitarian sector, or similar relevant qualification is mandatory.
  • Proven experience in WASH project implementation, water supply, monitoring, and reporting and advanced level of capacity in Water GEMS software (Hydraulic designing tools) Auto Cud and other relevant updated softwares to WASH and Water supply is mandatory .
  • Previous experience in a similar role (WASH Engineer, WASH Designer)
  • Previous coordination/management experience.
  • Previous experience with WASH cluster or any relevant UN agencies working in WASH sector is a plus point.

  • Excellent communication, cooperation and interpersonal skills
  • Ability to build other people’s capacity
  • Culture and conflict sensitive
